California State law requires and authorizes certain governmental and private organizations to conduct criminal offender record information background checks to help determine the suitability of a person applying for a license, employment, or a volunteer position working with children, the elderly or the disabled. Employers can register with the Department of Justice (DOJ) to become a requesting agency:
The DOJ will issue the company or non-profit an ORI (Originating Agency) code. This ORI Code identifies the agency requesting the Live Scan results which is necessary for submission of Live Scan fingerprint applications.
Along with the ORI code, a MAIL CODE can also be requested. The mail code allows for employer retrieval of applicants' background responses from a secure electronic mailbox at the DOJ, speeding up the vetting process for both employer and applicant.
Instructions on how to register with the DOJ to become a requesting agency can be conveniently found in a single location at the Office of the Attorney General website: If you're uncertain of which packet to complete based on your company or organizational needs, you can email the DOJ at: to receive help with the entire process.
